The Israeli government must take action against the Palestinian Authority (PA) encroachment on Israeli-controlled areas in Judea and Samaria before it is too late, a region leader has warned.
This follows the signing by Germany of a joint cooperation agreement with the Palestinian Authority in which Germany has committed around 100 million euros over the next two years to fund projects in the Gaza Strip and the Palestinian Authority, including Jerusalem.
The German funding will support “vital projects”, including Arab communities in Area C, under full Israeli control under the Oslo accords.
German representative to the PA Oliver Owcza praised “the historic relations and bilateral relations between Palestine and Germany”, reiterating his country’s support for “a negotiated two-state solution, holding elections in Palestine and respecting human rights and public freedoms ”.
The head of the Benyamin Regional Council, Yisrael Ganz, said in response that “Israeli governments have ignored and are still ignoring today the Arab occupation of Judea and Samaria which is advancing at an alarming rate. Germany is in full swing and it is starting to be too late. “
“We need a rapid mobilization of the government for operations on the ground and to take action on the international scene,” he said.
This new German agreement is part of the European Union and Member States’ support for development interventions in Area C. The EU openly admits that it is working with the Palestinian Authority “to develop Area C and support communities Palestinian ”, in an apparent open challenge on Israel’s part. sovereignty in the region.
The Regavim organization, which monitors and pursues legal proceedings against illegal Arab constructions, explained that the “active and intensive efforts of the Palestinian Authority to establish and expand its control over Judea and Samaria, particularly in the designated areas under full Israeli jurisdiction under the Oslo Accords, are well documented and undisputed.
Regavim told TPS that the “real story” of these EU-funded projects is that they are part of the Fayyad plan activity.
“According to international law, according to the Oslo accords, according to Israeli law – no matter how you divide it, the EU funds illegal activities that undermine the rule of law and erode Israeli sovereignty, dragging the region into a collision course, and prepare the ground for conflict rather than compromise and negotiation, ”added the Israeli organization.
In 2009, the then Prime Minister of the Palestinian Authority, Salaam Fayyad, presented the Plan for the Establishment of the State of Palestine, a methodical program to take control of the territory of Area C, under Israeli control. total, as prescribed by the Oslo Accords, to form a broad and viable basis for a Palestinian state, especially in areas under Israeli control.
Fayyad’s plan essentially bypasses any negotiations or compromises with Israel and creates facts on the ground.
According to data collected by Regavim, in 2009 the number of illegal Arab structures in Area C stood at 29,784, while in 2018 the number soared to 58,435.
While he was Defense Minister Naftali Bennett in 2019, he threatened to demolish any illegal Arab construction in Area C, even if it was funded by the EU.
Responding to an inquiry into the TPS issue, a senior Defense Ministry official said on Thursday that “the phenomenon of illegal Palestinian constructions in Area C is one of the main problems facing Defense Minister Bennett. , and he has already started working to eradicate the phenomenon.
During his meeting with EU ambassadors in December 2019, Bennett
told the ambassadors that “the illegal construction in their funding would be destroyed by Israel” and made it clear that “its position on the matter was unequivocal”.
However, he did not keep his promises.
